  1. Swedish `commissioner' official acting on
  2. behalf of the private citizen in
  3. investigating complaints against the
  4. government. The post is of Scandinavian
  5. origin; it was introduced in Sweden 1809,
  6. Denmark 1954, and Norway 1962, and spread to
  7. other countries from the 1960s. The first
  8. Commonwealth country to appoint an ombudsman
  9. was New Zealand 1962; the UK followed 1966
  10. with a parliamentary commissioner; and Hawaii
  11. was the first US state to appoint an
  12. ombudsman, 1967. The UK Local Government Act
  13. 1974 set up a local ombudsman, or
  14. commissioner for local administration, to
  15. investigate maladministration by local
  16. councils, police, health or water
  17. authorities. In the 1980s, ombudsmen have
  18. been appointed to private bodies such as
  19. banks (1986), insurance companies (1983), and
  20. building societies (1988). Hawaii was the
  21. first state to appoint an ombudsman 1967.
